Furs city 4 and a city 2 of the pig. Other option is to plant the NE city 8, city 2 of the peak for the crab, city 2 of the southern pig and a city 44 of the furs if there is food, 47 if there isn't.

Question for three turns from now; ought we pillage the mine? It's a nice 2/2 tile in what is a very nice second ring city's BFC (important to get a port + galley in these seas early). But, anyone wandering north will probably pillage for a handy ~5 gold.
What? It's turn six, not like there's a whole lot else to think about now.
