Going back on topic I don't think giving IND +100% on National Wonders is good enough. Which of them are even relevant? The epics, Moai, Oxford? That's about it. You already can often get +100% on these from other sources. Moai is low impact. Getting it a few turns earlier is whatever. HE is built in high-hammer cities so the advantage is again small. I suppose getting the NE faster is relevant and late game the bonus is good for Iron Works. Still this is minor stuff that doesn't really move the needle.

Not that I know about it. What exactly are you noticing? Is it only for CHA monuments?

Not sure. I tried to dump a bunch of hammers into a CHA monument in 2.1 and didn't get any gold. Didn't test it more since I had to go to work.
