Yes, that is hte latest patch.
How have you not patched btw? That patch was released in...2008. EDIT: 2009. 3.17 was 2008.

I am pretty sure that my previous installs were patched. I doubt I could have participated in any of my previous games if I had not. My installs are all on an external drive though (F drive on my computer). I don't suppose that would confuse the mod for some reason? I don't really see why, though. The mod is in the proper mods folder along with stuff like Erebus in the Balance which works correctly.

While Whosit is working on the mod, should we open a thread in the PBEM section? Also, do people want to play with RB_mod, if we can get it working?
I have no experience with PBEMs, do we need a mapmaker?

I would be okay with playing with RBMod - it certainly makes for an easier time picking.
However, it's worth keeping mind that it can be really annoying to have to go through and load a mod every time you want to play a save, especially early in the game when loading the mod would take longer than just playing.

If you open the save from Windows Explorer, Civ automatically loads the required mod
We do need a mapmaker, unless we want to play a random map. Not sure if decision on the mod needs to be made first though

OK, I have a clean install. I patched. I downloaded the RB Mod again. It does not work. I don't know why. Is there something I have to do after extracting the mod besides putting it in the correct mod folder? I'm pretty much out of ideas, so now I'm hoping that those interested players would be happy to play without the mod. I was looking forward to giving it a try, but for whatever reason that does not seem to be in the cards.

How about posting a screenshot of your RBMod folder in windows explorer? Maybe we'll notice something wrong. If not for this game, then for future understanding and closure.

So you have two nested folders each called "RB Mod 2.0.3.5". Take everything that's in the inner one and put it in the outer one. Delete the now-empty inner one.

That... worked. Why... was it packaged that way in the first place? I had taken a screenshot like this before but hadn't posted it.... I guess it would have saved me a ton of hassle and grief. Oh, and this works with my not clean install, the one with the minor graphics mod. Now I have 3 versions of BtS installed. Wheeeeee.....
