Dunno if you want me to give a decision but I have one that I think is reasonably fair. Just reload to before Jowy accepttled the offer and pause please.

The solution me and Xenu came up with was that after the reload, Jowy logs in, declines the offer and then retreats his forward warrior back to his culture on a beeline before he can use it in any other fashion. No other units are affected.
Everyone else is punished by having me as the game admin and mocking you for stupid rules.

OK, the reload has been done. Jowy will need to replay, following Krill's ruling above now that Krill is your appointed game administrator. I'd suggest not invoking him any more often than necessary since we all know he delights in the suffering of others.
Edit: Also, updated the settings post again because that's the place from which all game authority derives, right?
