We've discussed this many times, and it always opens up a gigantic can of worms.
I'd say here you have maybe 5 tiers - Elite, Very Good, Good Enough, Green, Bad. I'll let someone else break down who's who.
Also Krill isn't the best person to ask because while he's obviously elite, he hasn't actually played anyone any good in a long time, so he wouldn't know.

Difficulty has nothing to do with it. I think I played out a huge Monarch game back in 2008, and since then all I've played is OCC games, and haven't played many of them for the past two years.
OT: I think the reason for the 3 DS is that Mack7 have just "built" a bunch of axes and taken out Xenus' neighbour. I think 2 would have been reasonable, the third isn't exactly that bad depending on the MM needed prior to building his settler.
And no, I'm not taking that bait. Though I would like to play a PB against novice, Space, rego, Seven etc. Just...no diplo?

I honestly don't think MackSeven are going to break a sweat parrying any clumsy thrust Xenu sends their way. In fact, this makes their long-term position even stronger with their only neighbor behind on the development curve. Does Xenu even have a second city yet?
