Sorry all, THH's rational response wins the day - I know it would have been spectacular, but the fall-out would have totally killed us... No point in attacking when you'll gain nothing!
 Also in my current sleep-deprived state (I've fallen asleep playing twice in the last couple of weeks) I'm struggling enough with just the two wars that a third front really doesn't appeal.

I did a bit of worldbuilder testing and reckon that barring really bad rolls these units will take care of the 18 amphi rifles that 2mn can theoretically attack West City with.  Similarly I've scraped together enough Machine guns to ensure the safety of Creta and Midway. Dtay can hit with 9 amphibious Infantry if his Galleons are full.  I think we've whipped and drafted about as much as we can - so next turn I fancy switching to Caste System, I'm tempted by Vassalage too, but I think it'd actually cost us 10gpt, while Nationhood helps our brave spies out...  Over in the east we'll be using these empty ships to pin units in Fortunato and Jetboy whilst the main aquatic force heads for dtay's west coast. I want to capture that capital...

I always prefer to keep one of the rush-build civics in place during war "just in case," so I'd recommend staying in Nationhood if it makes little difference otherwise.
Yeah, there is that too... Also Bureau would get konig another 40 hammers a turn, which we don't need, so lets stick with Nationhood.
I started building a palace in Cannae which will be done in 8 turns, at which point Bureau would be worth another 100gpt to us, so might just be worth it. Fingers are crossed that we take dtay's capital eventually and can put it there instead...
