Question though would be if somebody really would want to not lurk this game at all but then to check into it for one of these factions. I certainly would like to know what was going on till then  Especially as there is no guarantee that anyone of us really does summon those factions.
Anyway, my vote goes for "try to put the possibility in that somebody can take over if Hyborem/Basium get summoned" and "let them read whatever they want till they get summoned".

Oh, I guess a relevant question would also be - what if we can't find an 8th player at the time, can the AI still take over?

Err, not like we have a choice. We can't really stop the game just because someone summoned Hyborem / Basium.

Normalizing everything at GMT, and assuming people play the turns rather earlier than later, order like this might work :
Sunrise 2:00-5:00
Mist 8:00-12:00
Amelia 13:00-16:00
Sciz 14:00-22:00
Serdoa 16:00-20:00
Illios 19:00-22:00
Uberfish 21:00-24:00
Unless you guys in 16:00-22:00 bracket want to arrange a different playing time?

I think sunrise plays his turns later at night, so your turn order works fine. Just not sure how things have changed for him since he signed up for PBEM4.

Depending on the day of the week, I can sometimes play during the day. Usually though I play late in the evenings, or early in the mornings if I went to sleep before the turn arrived. I'm not usually awake quite as late as I was at the start of PBEM4 though, that's a "have a baby" change.

For Hyborem I would definitely alter what I posted if I knew a lurker might later enter the game. Not that darrell and I post much anyways, but I would prefer Hyborem to go to an unspoiled and non-aligned player. If Krill wants to reserve the spot, that's fine with me, but I'd hate to post about how I planned to break some deal or pursue a certain victory condition or whatever and have that info move into the game.
In either case, I'd like to be sure an AI can play the summoned civ if necessary. Finding an unspoiled player a year from now isn't something I'd like the ability to finish the game to hinge on.

Why not treat Hyborem that same way? Or is it that Hyborem wins by simply killing everyone on the map and that is mutually exclusive with the summoners aim?

In theory that's the best option imo, having the summoner choose someone who's unspoiled for both Hyborem and Basium. The problem is that it could be hard to find someone who's decent at the game but hasn't been following the PBEM already.
