OK, if that's how they really want to play it, then no, I'd rather stick at war for the rest of the game. I'd expect such a retarded offer from a noob, but that's just insulting to our intelligence.

I can not think of a way to describe the retardedness of expecting us to give them a city, and wait 25 turns for a settler. They would be at 4 cities and us at 2, and Losing is already growing: the settlers we get would not start to grow for 30 and 55 turns respectively. If we were to give up Losing, the only acceptable offer would be a settler in 5 turns and a settler in 10 turns, and Losing is passed over immediately after the first settler gift.

Obvious deal sweetener is that we could give them Losing at size 2 for an additional worker, that size 2 city immediately give them a granary for 1 pop whip, and it keeps the accumulated culture. When the baulk at that point out that if they were to move their axes back we could improve a deer tile for them so it would be rather profitable for them. Note, I'd still say continue with the archer build and chop every forest we can to get the archer out and waste them hammers.
