That's generally safe to assume. shhh Although actually he's slightly above the RMOG and H-Team "rump" civs in MFG and CY now. And average in power; we've had some naval setbacks but are holding on to what's important.

We will want him to have some more cities at least size 6 when Rifling rolls around, I understand redcoats are kinda good.
