The game is already won - Dave's Hyborem is a non-entity that can be taken out at PB's leisure, Selrahc can be alpha-striked to take out the entire army and most of his civilization in a turn or two.
Or he could just build Temple of Overlords in all the settlements with his Cultists, wait for borders to expand, and probably win via Domination in a few turns. Surely, between Iskender and Bob's land, that's sufficient enough?

Domination requires 64% of all of the land. Since Selrahc has 26% of the land, that leaves only 74% of the land on the map available for PB without invading (I assume that PB can't steal more than a tile or two from Selrahc's current possessions without a war).
Hyborem's 2 cities cover a fair amount of ground, and Selrahc will get some border expansions when the Khazad cities come out of resistance and he fills out all of the north. PB would need every last nook and cranny within his lands, and to take out Dave, to get to 64% of the map without fighting Selrahc. Population could be complicated, as well, since he needs 3 pop to every 2 Selrahc pop.

I assume PB is heading for Domination. That ~60 food surplus at Avelorn + no happy cap with the Tower of Complacency will give him plenty of population to work with. (A size 30 city is equal to many, many size 10 cities put together.) And lots of towns are finally maturing into enclaves, giving +1 food everywhere else. That doesn't mean he won't go to war with Selrahc once their NAP expires...
Actually, I'm most impressed by just how far along the tech tree PB has come. He has reached the penultimate tech in the Religious (Religious Law), Arcane (Arcane Lore), and Economic (Taxation) branches; finished the Mounted (Warhorses) and Production (Blasting Powder) branches outright; and is about to polish off the melee line with Mithril Working. At the same time, he founded four of the world's six religions (only Order is left), eliminated three of his six rivals, and maintained a huge military ever since he abandoned the Financial trait dozens upon dozens of turns ago. He also took the time to build a host of health buildings such that his megacities never starved once during Blight. All this, and only two of his four cities are built on rivers and have any cottages to speak of!

Yes, but does the domination limit use demographics population or city sizes?

Seems the armageddon counter is still only at 27. Can't see it going up all that fast unless I am missing something here with Dave's plans

Prophecy of Ragnarok increases the counter by 1 for every unit built in the city. Even building a Corpse every turn will take him quite some time to raise the counter high enough though.

I also think it will raise the base AC count by one which will get scaled down for the actual AC number you see of 27. PB might just get annoyed and destroy him though for that kind of provocation.
PB is probably hedging his bets. If he can pull an altar win it would be epic because of how difficult he said it was and how unexpected. I think he would like to win without having to tear Selrahc apart.

Conquest is the best play IMO, but I can see why he might not want to do that.
