The valuing of the traits has evolved since PB1. Since pretty much everyone nowadays have followed multitude of games and seen what best MP players have written. It is no wonder that snake picking is boring and predictable. You had to be pretty confident or ignorant to choose subpar civ/nation when picks like Sury/Pacal/Willem+other top tier financials/India/Inca are still there.
One could try to make a map that is unfavourable to Financial/expansive. Not sure what that would mean. Probably a very poor land without any water with very few workable tiles could do it, but who wants to play with a map like that?

* No water.
* Lots of hills (you won't cottage those, and it makes granaries less important)
* Lots of resources like gold and gems and riverside dyes, providing commerce concentrated in a few tiles, where FIN's benefit is only a small percentage.
* Not many food resources (making granaries worse since you don't care much about whipping, and also meaning you have to build more farms instead of cottages)
Yeah, I don't think it would be very interesting, or fun.

I've always liked those games where you're assigned a mid-level leader/civ, and your goal is to play the hand you're dealt. Like my first game here was assigned as Kublai Khan, and he is king of being the most asshole neighbour ever.

And he wouldn't stand a damn chance against a Pacal or Willem that started 18 tiles away, so he'd only work against other low-level chumps like Lincoln or Asoka. So, next time I play, I'd be happy to be someone who'd otherwise get passed over for a power leader.
