Ran a few Sims. Conclusion I've come to is even if we grab Monarchy via Oracle, the best case scenario is one large city out of it, and a couple of cities might get 3 cover units. I don't feel that HR is going to solve mid game happy issues.
I think we might need two camps adjacent to the capital and use them to grow cottages. So either 3S of the capital or 2S3E on the desert, one tile off the coast. The latter would actually fit in well as city 4.
City 3 slows tech slightly but we need that to continually whip workers at size 2 for oracle chops. If city 4 goes from the capital to the desert tile, we can easily get the settler for city 5 out from the second city, and use that for the copper without breaking growth, or tech. Going to tighten that up tomorrow and see what it looks like, but those are my current feelings.

The scout lived at 0.6 health.
Given that barb animals are no longer spawning, and barb warriors are going to rip that scout to shreds whether it heals or not, going to grab the information from the NW and then run that scout back home.
This looks like solid coast, so the route OH scout must have taken is from the south. With that in mind, I want to send the warrior along the coast to check for seafood and then send it south down the land bridge, and use the scout to uncover the 2 remaining tiles of FoW.

Looking at the map more, and the dearth of sound coastal cities, I'm wondering about just shoving city 4 2S of the eastern corn. It would be settled T47 and capital borders don't expand until eot50 (so corn hooked T53 at the earliest), however there are two flood plains and a plains hill forest, and plains forest to work. We could throw out a scouting work boat or two here, and grow onto fp cottages to help with Priesthood and Oracle timing. Longer term just workshop the 4 plains tiles, fire and forget. Short term we can easily whip this city for galleys, and it has 4 forests, none of which we need immediately but we could use this city for a library and a GS (something none of the other cities can as easily do).

We should have every tile that can hold food unmapped in 4 turns, barbs forgiving. That would be T33 when we settle city 2, so I plan to do a full overview then. With any luck that will be Tuesday evening right before I go and work 7 out of 8 days, so it's a good time to get down thoughts and plans.
This turn was a bit of a surprise, as a wolf attacked and lost against the scout for something like 8hp worth of damage. The scout is now 3/5 XP and I promoted to C1. Long shot we get 2 more XP but I'd rather have the medic 1 scout than anything else as it won't be exploring far at this point.
There is a plains tile that is riverside, picks up dry corn, plains sheep and the plains deer that would make a sound HE city. Size 9, 25hpt with just mines, no workshops? 40hpt at size 17 with only 2 caste workshops and 5 watermills (if we used Serfdom, trivial to reach 40hpt). All food is second ring though. City location is W-SW of the corn, and this fits with a city N-NW or 2N of the corn to pick up both furs and use all the tiles (and leaves a late filler city NW of the sheep).
S-SW-SW with the warrior. Moving to the grass hill only makes sense if we want to try and fight the bear on defense with odds, but I'd rather...not. Those two tiles of FoW need to get uncovered with the scout dancing in and out. This will give full knowledge of seafood in the area.
OH was first to his second city on T28, ahead of the sole IMP player in the game (Cairo). Benefit of SPI and early BW.

There is so much room.
Without counting, there must be something like 10 decent to good cities to settle peacefully away from opponents. Crazy.
To compare settling this copper city to not going worker first is a laughably unfair comparison IMO. But it's been argued enough and I'm OK with whatever you decide. City 4 2S of corn is decent enough.

I counted 181 land tiles (excluding peaks, adds 5), from the top of this area down to the row of tiles containing city 4 (but not the second half of city 4 tiles). The total number of tiles on this map are 2041. We need to find where OH is and settle a good front city and then take the backfill and islands IMO.
We have surprisingly little available seafood. If there is no seafood east of the corn, then there is no food in that area for a city and we end up having to space all cities extremely wide.
I think we are forced into a city 2W (or the tile north or south of this) of the sheep, simply to work all the land tiles. It's capable of being tooled as either watermill spam with up to 9 watermills and 4 workshops or just working pure cottages at size 18 (with 17 cottages). We then cram in the coastal cities as food allows.

I think I was wrong regarding the two tiles of FoW to the east. I believe the eastern FoW tile is actualy plains, not an fp, which sucks but what are you going to do about it? I hold out an irrational hope that the western tile, which is a forest, has ivory. Well, I say irrational, but I can argue that Mardoc didn't balance strat resources if he didn't give us ivory.
Otherwise, looks like playing defensive and getting this land productive is the name of the game. Island up north with sheep and corn seems like the best place for city 8: City 6 goes for dry corn/plains sheep/plains forest deer from city 5, city 7 is for the furs, city 8 is for the island: I'll hope there are either silver or whales up there (or both...)

I honestly thought that lion had attacked the OH scout and died. Still no seafood. 89% odds on defense: I expect to see the warrior dead.
