Yeah, that's the spot that jumps out to me too. Obviously seafood in the fog could change that still, but it seems like a decent 3rd or 4th city, depending on what else we find.

Is the next move to the desert to head up the coast then move anticlockwise? Is ask because I think the tile 3N is a hill, but moving NW should show if that is true or not.

Exactly this. I just played it a little bit ago and could see the hill through the fog.
Nothing really interesting to report, but next turn will have pictures of the expanded borders. We probably continue along the coast

I misread one of the water tiles to the southwest; instead of the coastline continuing west it goes south and I was seeing a lake:
Possibly a city on top of that forested plains hill down the line. And obviously one on the island for the stone.
Scout went NE along the coast and then back NW onto the wheat. Considering we're going to view one and possibly two more rows of fog when the borders pop again end of t24, I think I want the scout to continue along the coast one more turn before we swing inland.

Right now I'm thinking the first scout loops inland north of the peak we see now, and then explores the next couple rings of fog outside what we expect to be revealed by the 3rd ring pop, exploring the 5th through 7th rings. This should give us all the info we need for a 2nd city by the time those 3rd ring borders pop. In fact, I'm pretty sure that first scout could explore all the way around by the time the borders pop, but then you run into some inefficiencies with the 2nd scout retreading territory already explored by the first. So maybe the first scout will cut off its exploration when it gets to that lake and then loop back around for the 8th-10th rings while the second scout goes south, first onto that plains hill, scouting out that little southern nook, and then heading along the coastline to get a more general idea of the lay of the land.
In fact, I don't think the first scout needs to go as far south as the flood plains are now. When the capital pops 3rd ring borders that hill 3W of Balloon Girl will give a lot of vision over the flatland, and so I think the first scout can turn back towards the north while the second scout will fill in whatever gaps are in our knowledge to the southwest before following the coast south.

Toroid wrap, so I definitely want the scouts going in opposite directions. No indication on the map type Tarkeel started with, but settings say High Sea Level.
Makes me want to get a scouting wb or two in the water.

So given that the plan is to scout out the land surrounding the capital for city locations, which directions should the scouts go when they are finished?

How far out should the scouts be looking for city locations and when should they switch to scouting out more general geography of the landmass, where neighbors are located, and more general big picture scouting? At some point it seems you want to transition to that, and then later on try to transition into obtaining circumnavigation. (Though CtH makes circumnavigation less of a hurry due to it not being a race and to the benefits not unlocking until Optics.) I guess sometime around t50-60 we're going to be making new units which can be used to fill in gaps in scouting, so once our initial scouts have located 4-5 good city locations (or rather, scouted out all the area we would reasonably settle by t50-60) then they should transition to answering the bigger-picture questions about the map.
I'm considering continuing along the coast a bit with this scout before doubling back and uncovering the 5th to 7th rings north of the capital. Since we still have 27 turns before this knowledge becomes necessary, I think we can spend a couple turns going east before looping back. Originally I was going to check out the hill north of him next turn and then loop west, but then realized that will make the scouting of the coast awkward on the way back. So may scout east along the coast a turn or two first and then loop west.
EDIT: Scout is currently 6 tiles from the capital. With the flood plains to the north looking similar to our flood plains to the west, we may be at a midway point to our nearest neighbor right now
