Interesting, we can try and get data on what he is doing, doubt other players get that advantage.
We need to reevaluate our we want to keep a scout as sentry to guard against holkan rush. It's also worth reconsidering BW after Agri but I believe that is a waste.

I think I want to get sight on his capital next turn, head back to uncover what's between us, and then figure it out from there. But I would prefer sending the scout on to see what is behind him. If I am neighboring SD again where I am his only direction of expansion.....

The risk from Cornflakes is no different than any other wheel agri con, if he has horse at cap someone is dead. If horse can be settled on someone is probably dead.
SD needs 2 techs and to build a 35 hammer unit which could be quicker but then has zero food techs, so track a pathetic CY.
Can't track score but players can track tile improvements and pop whips,
If BW third how can one actually build the settler? How can one know if Cornflakes is going to rush? Need AH to see if he improves horse or settles on it. So EP into SD and tech AH?

No, in CtH (and RtR) all players start with a scout regardless of tech.

Assuming equivalent capitals, what is the quickest a Wheel/Agri civ can get a chariot out? Start by researching AH.
Worker eot9, move T10, warrior eot14, grain hooked T15, move T16 and grow@2 eot16, start settler T17, pasture up T20 for settler eot25? That gives 5 turns to road and move, probably settle on horse T27? For a chariot eot33?
If growth@3 (to work a 4 yield tile it should lead to a quicker second chariot?) then it would be growth@3 eot20, settler eot27, settle T29ish, could possible grow@4 eot 30? For a chariot eot33 (2 plains hill forests, 2 hammer capital, unimproved 4 yield tile and a single improved food for 10hpt.
Honestly can't match (or rather, defend) that with just a single improved food resource. I think a BW rush would be Mining eot13 at best and BW eot29?!

Just checking, has there been a change to trade routes via rivers in CtH?
Thinking about this a bit more, I think Greece can get chariot rushed whatever happens. If Wheel could not finish until eot35-ish, and a chariot can reach the capital by before T40, I don't see how it is possible to get a spear/phalanx into the capital (because how to hook the copper?) before the chariot could reach it. The only "defence" is archery...or to play the odds and try and use chariots/warriors to kill WC and warrior hoardes to defend against holkans.
Part of the issue is that to fit in a workboat after the worker would mean a settler starts T20 at size 3, the worker could mine a plains hill to give +1 commerce. The commerce could speed up BW, what, 2 turns to eot27? And the settler would be eot28? But there would be no warrior to cover. Getting Wheel earlier doesn't help as we would have no idea where any strat resources are. It's the cost of the Wheel that makes such a defence impossible, plus 2 improved food tiles to 1, and wheel/agri civ don't have downtime with the worker roading to horse. Probably better to not play that game.
Honestly I think go balls to the wall, AH into Wheel, try to time a settler for the turn BW is finished and use the time after T31 to get as many workers and warriors as possible before then to road straight to the copper. Second city would have to be for horse though, and if horse is behind us for those two sea food the growth curve is fucked. Archery is useless against WC, chariots are better.
I see this as his one shot to win, and he should take it. I don't think there is a counter in terms of speed (but this is due to start techs, and the starting resources, workboat first into a 4 yield clam versus two 6 yield land food is...bad ie game balance).
