Build 2 PsiLabs, I guess name the Americom and Asiacom guard something you can live with since they won't see much action.

Actually, I believe we have finished that research. But last I checked we only had one small launcher and maybe 1 stun bomb. And our engineers have better things to be working on right now.
Hopefully we will capture more, as they will be needed for the eventual "capture an alien commander" effort.

We can't build Psilabs yet, and probably not for some time. Leaving those slots empty for them is probably a good idea, as we do not have much other available space without compromising the defensive layout.
And eventually we should have Skyrangers at the Americom and Asiacom sites, so we will need decent assault teams there as well.
