It matters for tile ownership culture. That is calculated not as the 4000, but as (I think) 20 iterations of what the city is currently set to produce. This is why a culture bomb usually barely moves the border - a city you want to bomb wouldn't have been producing much culture. Tile ownership won't matter for a culture victory, you just get the 4000 towards that no matter what the city is producing.

Did you purposefully cut off the screenshot so we couldn't see what forces Cornflakes has not in the city? Or is there nothing to the east.
