Can I pick either Civ or Leader? And when I do, is everyone initially restricted to picking from that same type I chose from or can they too pick either Civ or Leader?

I asked this before but either it got lost in the shuffle or I missed the answer - I'm a bit unclear on which things go with the leader and which with the civ.
To use shadyforce's example - he picked Willem, that means he gets his traits and his starting technologies, whereas if the next person picked the Dutch, then they would get the UB and UU. Is that right?
Are the starting technologies not tied to the civ?
Edit: Just tested it and confirmed. The Leader decides the traits and the civ decides the unique building, unique unit and starting technologies.
As far as the map is concerned, I'm looking at one with a mixture of land and water (not heavily concentrated on one or the other) and all civs should be able to contact one another through land units or galleys. Pretty standard stuff, in other words. Beyond that, you'll have to play on and discover for yourselves.
