Edit because I was loading into a game: Fuck that peaceful double moves shit. Moving scouts around someones territory is never a peaceful move and players know that. That was just cheating.

In other news, it's a pity we don't have many little PBEMs anymore...Gawdzak would definitely win his newbie game, I think. He's impressive here even with the vets around.

I think you're overstating your case.
I have a very rigorous view of how those situations should be played, and basically any time you place a unit where it can be attacked, you should give your opponent the opportunity to attack it. You could quibble around edge cases such as exploring galleys e.g. when there are only two directions to move, but accepting OB and then double moving to scout out territory is blatantly unacceptable.
The reason why I say he should be ejected is simply because of the number of times LP has done this.

Wow. I sure would have never considered a double-move at peace a problem. A race condition for a city spot, sure. A move when the other guy had already granted open borders? Not even a little bit cheaty.
I've only played in a couple games here at RB (plus a ton at various other forums), but not once has anyone ever mentioned anything about double moves through open-borders territory. In diplo games I've gotten requests to go a certain direction, but that's about it.

The problem is not OB per se, it's specifically how this situation was handled. If LP had not played his second turn until Seven had logged in and ended turn the problem wouldn't have occurred; either seven declares war (and thus stops further scouting) or he doesn't and LP can carry on. Killing the scouting unit is not actually relevant to this scenario. After this turn occurs and Seven has had that opportunity to declare war, double moves are much less of a concern although ideally they would still not happen.
TL;DR if you log in once per turn, and play your turn at the same window of a few hours every day, then you're going to be fine. Obviously sometimes you'll play late, sometimes you may have a day off and play early, this happens. Always give people the opportunity to declare war on you.

The rule is don't fucking double move. It doesn't matter if it's at war or not. If a double move gives you an advantage, you should not be doing it.

It's never so clear-cut, unless you're willing to play purely sequential turns. There's almost always some small advantage you get by moving twice in a row in peace. I'd take a position closer to what I think is Plako's view: if it's a convenient time to play and you double move someone you've been at peace with, just do it.
But I also think _any_ play with deliberate planning to play at the end and beginning of a turn in a row should be strongly discouraged.

So Seven offered and then accepted an Open Borders deal, and then got upset when Parkin scouted in his lands? This isn't something to freak out about, imo. I don't see the game in the same light as some people above, but if someone accepts OB with me I'm assuming they're not going to go apeshit if I enter their territory because that's, like, what the deal does.
(Obviously, Seven is free to declare and kill units he doesn't like, but freaking out about a peaceful double move is not called for here, and just biased against LP's history and also biased against good reporting since lurkers wouldn't know it was happening otherwise.)
