After travelling a path of great sacrifice, and leaving a trail of bear corpses behind us to guide others who may seek the same pilgrimage, the friendly Cath Bruig Empire is pleased to announce that we have made contact with all the friendly empires that appear to have survived the initial bout of friendliness.
However, our empire is not the only one who has made great sacrifices. I would like to take this opportunity as a founding member of the UN to propose a resolution that will pay tribute to these other civilizations who have acted so selflessly.
I therefore present to the other members:

However, these empires are not as friendly as they may first seem. It has come to our attention from other friendly empires that delegates from the sSs empire have been perpetrating slander against the CBE. I would also like to take this opportunity to assure our friendly empire friends that the CBE has always acted in the interests of its friends. The recent unfriendly action against sSs became necessary after it became clear that the sSs never had any intention of bringing our negotiations to a friendly close. Communications forwarded to us clearly showed that concurrent with our discussions on how we could best be friends they were plotting to annex our territory.

Now that such aggression has been curtailed to some degree, the CBE is willing to try to renegotiate friendly relations.
