I may be wrong on this but I just double checked the wiki.

It is -33% hurry costs, so with slavery it increases the base hammers by 50%, and with Universal Suffrage it also decreases the gold cost by 33% (which increases efficency of gold multipliers in the same manner).

Ok, it turned out I had no idea how Kremlin works, lol. Wow, he can whip out Tactical Nukes for 5 pops with minimal hammer investment, this is much better than I thought. ICBMs are still pretty much impossible to whip though.

I was curious. According to the code it's just a plain 1/2000 chance each turn to have a meltdown. No changes have been made.

If you have 10 cities, that's a 0.5% chance every turn. Likely just people responding to low probability high impact events.

Wow, either I do not understand Civ at all or Plemo is trying to lose the game. I just don't get his latest actions.
1) He revolted into Vassalage - Slavery - Theocracy, thus massively tanking his output: his mfg is now only about 300-400 hpt above mine. Also, Theocracy is useless if you run no state religion but I get he just forgot to convert.
2) Now he is whipping out a bunch of stuff, presumably, units. I get that he wants to be able to mass-produce ships with three promos but what is the point of it if nukes will become available in just a few turns? The age of doomstacks is over.

My exact turn is pretty far away - more than 10 turns from now. I will need to tech Flight, Rocketry, Fission and I also want to slot in Biology before all of that. Mjmd is very close - he already has Fission, two turns from Rocketry. He needs to build Manhattan Project but it should not take long. Plemo is right behind him, he will have nukes 1-2 turns later at most, I think.
When I have nukes, I will wait for an opportune moment and nuke Rome. Though the way Plemo plays now, I am not sure I will have to.  smoke
