I intentionally put the scout in a position to give good vision over food resources. Originally the plains hill forest 6 of the settler was not there and the fish was within vision however due to changes done immediately after placing the scours, that vision was lost. That's my mistake and it's made. However, arbitrarily deciding once the starts have been released and the pick has started isn't fair. What I do think is that if Gavagai wants to make that decision to move to settle for a tundra river silver and away from a plains hill that is his choice, and he has plenty of inform. He doesn't need his hand held.
tl;dr I'd rather be hung for a map making mistake than for releasing spoiler information to a player, and I do see a difference between releasing information before Gavagai made his first pick and afterwards.
